Konoha is the only open village as of right now.
Secondary characters are not permitted at the moment.
Village limits are as followed:
Genin: 9
Chunnin: 2
Jounin: 4
Kage: 1
Missing Ninja Limit will be annouced after Konoha is about full.
Jashin will be limited to one.
Earth Grudge Fear will be limited to one.
Rinnegan will not be allowed at the moment.

Earth Grude Fear is no Longer Available for Storyline purposes

Kirigakure no Sato or Kumogakure no Sato will be officially after the memberbase votes, and in turn, we grant that everyone can have up to three characters

Chunnin Exams will not take place, instead each village will have a ranking up system, depending on who their kage is, however village allies can hold joint CE's

We shall decide where the first Bijuu will be released, and remember, the Ichibi, more commonly refered to as Shukkaku, is already tame for storyline purposes

Satoru Uchiha will be transfered to either Kumogakure no Sato or Kirigakure no Sato, because he wants to be on Team Evil

Satoru Uchiha will pick his replace as Hokage

New annoucements are subjectted to change and will be fixed accordingly. Do not go and make an application for Hokage, or Raikage/Mizukage. Do not go make an application for a Kiri/Kumo Ninja. Do not make a third Character yet. Voting opens tomorrow morning and ends Tuesday.
